Circle sets Dec. 1 cutoff for legacy USDC cross-chain contracts

Circle will reduce CCTP V1 burn limits from Oct. 31 and pause the legacy contracts on Dec. 1, requiring applications to migrate to the incompatible V2 interfaces.
