HashKey expands regulated HKD stablecoin into insurance and cross-border settlement
HashKey Exchange and OneInfinity say they will explore HKDAP for commercial insurance payments and business settlement between Hong Kong and the Middle East.

HashKey Exchange and OneInfinity, the commercial-insurance arm of digital-asset insurer OneDegree, are expanding the proposed business uses of HKDAP, a regulated Hong Kong-dollar stablecoin. In a first-party announcement dated Aug. 17, the companies said they will explore HKDAP for commercial insurance premiums and cross-border business payments.
HashKey Exchange said it is an authorized distributor and will provide compliant conversion between HKDAP and fiat currencies for eligible users. HashKey MENA is expected to support conversions between HKDAP, U.S. dollars and United Arab Emirates dirhams.
From institutional rollout to use cases
HKDAP is the first Hong Kong-dollar stablecoin to launch under the city's stablecoin framework, according to CoinDesk. Its issuer, Anchorpoint Financial, began a limited institutional rollout on Aug. 12; retail access is expected by the end of 2026, the report said.
HashKey and OneInfinity previously worked with insurer YF Life on an institutional verification of HKDAP payments. The new announcement extends that work into commercial insurance and cross-border settlement, but describes the transactions as scenarios the partners plan to explore rather than evidence of broad live volume.
The constraint is distribution and settlement
The partnership shows how Hong Kong's regulated stablecoin model is being tested through licensed intermediaries instead of open-ended token distribution. HashKey Exchange says it holds licenses for dealing in securities, automated trading services and virtual-asset-platform operations, while the announcement limits access to eligible users and excludes the United States and some other jurisdictions.
The next proof point is operational: completed insurance payments, recurring cross-border settlement, conversion liquidity and the counterparties that use the rail. A partnership and a regulated token establish the infrastructure; they do not by themselves establish adoption.
