Philippines weighs one-year pause on new payment operators as VASP checks tighten

Why crypto firms should care

Payment-system registration can determine whether a crypto company may connect wallets, exchanges, merchants or remittance products to the local financial system. A pause can slow new competitors while giving the regulator time to review fraud controls, settlement design, technology providers and beneficial ownership.

The trade-off is access. Stronger checks can reduce abuse and make legitimate payment products easier for banks to trust, but a blanket pause may also delay innovation or push activity toward less transparent channels. The eventual effect will depend on exemptions, processing times and whether the rules distinguish clearly among business models.

The useful evidence to watch is the final circular and its scope. Questions include whether the pause covers crypto-only firms, which existing licenses remain valid, how merchant-acquiring services are treated and what compliance data operators must retain or share.

For now, the defensible conclusion is limited: the Philippines is considering tighter payment-operator intake and VASP checks as part of a traceability and anti-fraud push.
